Sorry to reply so late, for some reason I couldn't login for the longest time.
Most higher end DVD software includes a capture feature that lets you save clips off of dvd's that you can then clean up in a graphics editing program such as the onee you have. I use WinDVD7 to copy the raw gifs to my hard drive and then I clean them up in Photoshop Elements. In there I go through the gif frame by frame deleting the ones I don't want and changing images sometimes as well. When you want to save you use the "Save to web" button not "save as" as this will save it only as a jpeg or image file. Once you click "Save to web" it should take you to a menu page that allows you to change the size and speed of the gif. Once you preview and it looks good, simply save. Your program might be a bit different so you may need to look up making animated files in the help section.
Another slower and more painstaking way to make one is to go through a DVD a few frames at a time and using the "print screen" button and then importing the image to photoshop frame by frame. you'll have to crop them and then layer them on top of each other before using the "Save to web" option.
Hope this helped
